The program of development of the state educational institution of higher education “Irkutsk State Technical University” (Program , ISTU or university ) is designed in accordance with the Regulation on the competitive selection of programs for the development of universities in respect of which the category of “National Research University” set, approved by the Government of the Russian Federation on July 13, 2009 № 550 , and the requirements for the structure and content of the programs of the development of universities in respect of which the category of “National Research University” set, approved by the Ministry of Education and Science of the Russian Federation on July 30, 2009 № 278 “On the timing of the competitive selection of programs for the development of universities in 2009 in respect of which the category of “National Research University” set, on the application form to take part in it , and requirements for the content and structure of the development programs of universities” (registered with the Ministry of Justice of the Russian Federation, October 2, 2009 , registration number 14960 ) .
The program is aimed at providing research and development related to the world level, in priority growth areas of the university through the creation on its base research center conducting effective integration of education, research and innovation, the development of researches in priority growth areas of the university in the interest of the region and of the country and achievement of meaningful results of world level, the concentration of the best science teachers in the region at the University, the training of competitive specialists in various branches of knowledge through the use of modern educational technology and scientific advances, ensuring financial stability and infrastructure of the university.
Currently, the Far East and Baikal regions focused mainly on the export of raw materials. As a result, they began to fall behind in the development of a balanced and sustainable economy in contrast to many regions of the Russian Federation, and especially from the neighboring countries. It pushes Russia to the periphery of the development process occurring in the Asia-Pacific region, pushes it to the position of supplier of raw materials and primary products of its processing. This poses a threat to the development of demographic stability of the Far East and the Baikal regions and the stability of the system of settlement within the territory of the factory towns.
One of the solutions to this situation, ensuring the competitiveness of the eastern regions of Russia, would be to create a powerful scientific and educational center in the Irkutsk region, training of highly qualified personnel and conducting the research activity in the following priority growth areas:
Indicated priority growth areas of the university allows:
National Research University, established on the basis of Irkutsk State Technical University, on the one hand, will be a core attracting and developing the demographic, innovation and scientific and educational potential of the Far East and the Baikal regions, and on the other – a reference center for the integrated development of the key sectors of the country’s economy and solution of key socio-economic problems in the regions.
The University activity in this priority growth area will focus on the development of fundamentally new technologies of prospecting, exploration, extraction, refining, and processing of mineral raw materials, as well as the training of engineers and highly qualified personnel for the development of mineral resources in the Baikal and Far East regions.
The University activity in this priority growth area will focus on the training of specialists able to carry out projects to develop the domestic machinery and equipment using advanced technology in the field of high technology engineering, based on systems of virtual modeling of objects and processes, the application of nanotechnology to improve the viability of products, automation systems design and manufacturing.
The University activity in this priority growth area will focus on research and training of highly qualified scientists and engineers based on fundamentally new approaches to the construction and development of high-tech life support systems of urban and sparsely populated areas, providing for the creation of a single set of liveable area.
The University activity in this priority growth area will focus on creating an effective research system, which allows developing advanced technologies and training of engineers and highly qualified personnel for the nanotechnology industry.
The program is largely focused on the creation and development of an integrated system of research and training of competent world-level professionals (highly qualified engineers, masters, candidates and doctors of sciences) for key sectors of the economy (from exploration and production to high-performance processing of natural resources and waste management in the steel industry, energy, petrochemical, uranium industry, high-tech machine engineering, construction, nanotechnology) occurring the sustainable development of the regions in the harsh climatic conditions of Siberia and the Far East, a highly efficient integration of science, education and high-tech business, leadership of the university in the world scientific and educational space.
In recent years, the university is actively increasing cooperation with South Korea, Mongolia, Kazakhstan, Vietnam and India for the preparation of highly qualified professionals, collaborative scientific research.
The University has a strong relationship with the enterprises of many sectors of the domestic industry. Strategic partners of the university – the consumers of scientific results and employers of university graduates – are the largest companies in the country, such as Ltd. “NK “Rosneft”, Ltd.”Gazprom”, Ltd. “ALROSA”, UC “RUSAL”, the group of companies “NITOL”, and many others.
The aim of the program is the formation and development National Research University, able to provide world-class research and development in priority growth areas for the region and the country in the center of the Asian continent, to effectively integrate research, innovation, and training of highly qualified specialists for science and key sectors of the economy.
The following tasks are required to achieve this goal:
Implementation of the program is to be done in a single stage in 2010 – 2019 years. Indicators to assess the effectiveness of the implementation of the Program are given in Annex 1 to the current Program.
The achievement of the goals and the solution of the targets of the Program shall be affected by a related in time and resources of the Program activities, grouped into four blocks.
Block 1. The creation of a modern educational environment providing the leading training of the specialists for science and economy of the Baikal and the Far East regions

In the framework of the activity there will be upgraded following areas through extra-budgetary co-financing:

Achieving the goals and objectives of the Program are carried out by financial support of the Program interconnected on the timing, resources, and sources.
The provision of the federal budget for the implementation of the Program is 1,800 million rubles.
The volume of financial support for the implementation of the Program of the federal budget for 2010 and subsequent years may be adjusted in the prescribed manner with the approved expenditures of the federal budget provided for the development of a network of national research universities.
The sources of extra-budgetary funds will be paid educational services, including targeted training and retraining of personnel, contract research and innovation activities, funds of programs and grants, voluntary contributions and other income. Extrabudgetary financial support of the Program will be at least 760 million rubles.
Total funding for the Program in 2010 – 2019 from all sources will amount to 2,560 million rubles.
The volume of financial support of the Program is given in Appendix 2 to this Program.
Rector of the University is responsible for general management of the Program and is personally responsible for its implementation (outcomes, appropriate and efficient use of the allocated budget) and defines the forms and methods of management of the Program. The Rector presents to the founder of the University the annual report on the achievement of results on key indicators of the Program.
Program management is implemented at three levels: the Coordinating Council, the management of the Program and the heads of the priority growth areas.
The Coordinating Council is established by the Rector of the University and manages the implementation and monitoring of the execution of the Program. As agreed in the Coordinating Council is composed of representatives of state and municipal authorities, representatives of the professional community and employers.
Key functions of the Coordinating Council:
Management of the Program provides for the formation and reporting to the founder, monitoring, follow-up activities, advocacy and public awareness of the activities of the university.
Heads of priority areas are managing human, material and technical resources and form the current reporting documentation on the implementation of the Program within assigned to the priority areas for development.

The main result of the implementation of the Program will be the creation updated in nature and all forms of the university activity in Russia, Eastern Siberia and the Far East, training highly qualified personnel and the implementation of basic and applied scientific research, development of works in close cooperation with the scientific, industrial organizations and foreign partners, which coordinates action with state and municipal authorities, representatives of the professional community and employers for the benefit of the country and the region, which offers an attractive environment, provides high-quality education and research.
Create of National Research University in Irkutsk will be the accelerator of the modernization of all spheres of life in Eastern Siberia and the Far East and will serve as a basis for the development of its educational, scientific and industrial capacity, the strengthening of Russia’s position in the Asia-Pacific region and the whole world.
