PROGRAM of the development of the state educational institution of higher education “Irkutsk State Technical University” in 2010 – 2019

I. Background and basis for the creation of a National Research University, feature priorities of the National Research University

The program of development of the state educational institution of higher education “Irkutsk State Technical University” (Program , ISTU or university ) is designed in accordance with the Regulation on the competitive selection of programs for the development of universities in respect of which the category of “National Research University” set, approved by the Government of the Russian Federation on July 13, 2009 № 550 , and the requirements for the structure and content of the programs of the development of universities in respect of which the category of “National Research University” set, approved by the Ministry of Education and Science of the Russian Federation on July 30, 2009 № 278 “On the timing of the competitive selection of programs for the development of universities in 2009 in respect of which the category of “National Research University” set, on the application form to take part in it , and requirements for the content and structure of the development programs of universities” (registered with the Ministry of Justice of the Russian Federation, October 2, 2009 , registration number 14960 ) .

The program is aimed at providing research and development related to the world level, in priority growth areas of the university through the creation on its base research center conducting effective integration of education, research and innovation, the development of researches in priority growth areas of the university in the interest of the region and of the country and achievement of meaningful results of world level, the concentration of the best science teachers in the region at the University, the training of competitive specialists in various branches of knowledge through the use of modern educational technology and scientific advances, ensuring financial stability and infrastructure of the university.

Currently, the Far East and Baikal regions focused mainly on the export of raw materials. As a result, they began to fall behind in the development of a balanced and sustainable economy in contrast to many regions of the Russian Federation, and especially from the neighboring countries. It pushes Russia to the periphery of the development process occurring in the Asia-Pacific region, pushes it to the position of supplier of raw materials and primary products of its processing. This poses a threat to the development of demographic stability of the Far East and the Baikal regions and the stability of the system of settlement within the territory of the factory towns.

One of the solutions to this situation, ensuring the competitiveness of the eastern regions of Russia, would be to create a powerful scientific and educational center in the Irkutsk region, training of highly qualified personnel and conducting the research activity in the following priority growth areas:

  1. High Technology for surface management;
  2. Knowledge-intensive, high-technologies of machinery and equipment production;
  3. High technology life support system of urban and sparsely populated areas
  4. Industry of nanosystems and materials.

Indicated priority growth areas of the university allows:

  • Overcoming the raw material orientation of the economy of the region and the country through the development of highly complex subsurface management, deeping processing in the mining and processing industries;
  • Creating high- technology of machinery and equipment production that ensure the development and modernization of high-tech machinery engineering, largely determines the scientific and technical level of the region and country in the world;
  • Providing comfortable living conditions in harsh environments, improving the life support systems, achieving global standards of environmental safety, stoping the growth of industrial and other waste;
  • Significantly increase the research intensity of the technologies and equipment by conducting scientific research in the priority growth areas, some of which are of nanotechnology.

National Research University, established on the basis of Irkutsk State Technical University, on the one hand, will be a core attracting and developing the demographic, innovation and scientific and educational potential of the Far East and the Baikal regions, and on the other – a reference center for the integrated development of the key sectors of the country’s economy and solution of key socio -economic problems in the regions.

Priority growth area «High Technology for surface management»

The University activity in this priority growth area will focus on the development of fundamentally new technologies of prospecting, exploration, extraction, refining and processing of mineral raw materials, as well as the training of engineers and highly qualified personnel for the development of mineral resources in the Baikal and Far East regions.

Priority growth area «Knowledge-intensive, high-technologies of machinery and equipment production»

The University activity in this priority growth area will focus on the training of specialists able to carry out projects to develop the domestic machinery and equipment using advanced technology in the field of high technology engineering, based on systems of virtual modeling of objects and processes, the application of nanotechnology to improve the viability of products, automation systems design and manufacturing.

Priority growth areas “High technology life support system of urban and sparsely populated areas”

The University activity in this priority growth area will focus on research and training of highly qualified scientists and engineers based on fundamentally new approaches to the construction and development of high-tech life support systems of urban and sparsely populated areas, providing for the creation of a single set of liveable area.

Priority growth areas «Industry of nanosystems and materials»

The University activity in this priority growth area will focus on creating an effective research system, which allows developing advanced technologies and training of engineers and highly qualified personnel for the nanotechnology industry.

The program is largely focused on the creation and development of an integrated system of research and training of competent world-level professionals (highly qualified engineers, masters, candidates and doctors of sciences) for key sectors of the economy (from exploration and production to high-performance processing of natural resources and waste management in the steel industry, energy, petrochemical, uranium industry, high-tech machine engineering, construction, nanotechnology) occurring the sustainable development of the regions in the harsh climatic conditions of Siberia and the Far East, a highly efficient integration of science, education and high-tech business, leadership of the university in the world scientific and educational space.

In recent years, the university is actively increasing cooperation with South Korea, Mongolia, Kazakhstan, Vietnam and India for the preparation of highly qualified professionals, collaborative scientific research.

The University has strong and fruitful relationship with the enterprises of many sectors of the domestic industry. Strategic partners of the university – the consumers of scientific results and employers of university graduates – are the largest companies in the country, such as Ltd. “NK “Rosneft”, Ltd.”Gazprom”, Ltd. “ALROSA”, UC “RUSAL”, the group of companies “NITOL”, and many others.

II. The purpose and objectives of the Program, stages and timing of implementation, target indicators and indicators to assess the effectiveness of the Program

The aim of the program is the formation and development National Research University, able to provide world-class research and development in priority growth areas for the region and the country in the center of the Asian continent, to effectively integrate research, innovation and training of highly qualified specialists for science and key sectors of the economy.

The following tasks are required to achieve this goal:

  • creation of a modern educational environment, which provides training of highly qualified specialists for science and economy of the Baikal and Far Eastern regions;
  • creation of a research complex, based on the generation of new knowledge and technologies and ensuring their effective implementation through the development of innovation infrastructure;
  • equipping the university with a unique scientific and educational equipment, the creation of new centers of excellence demanded by the academic and university science, and high-tech businesses;
  • high-quality human resources development and management of the university system.

Implementation of the program is to be done in a single stage in 2010 – 2019 years. Indicators to assess the effectiveness of implementation of the Program are given in Annex 1 to the current Program.

III. Activities of the Program

The achievement of the goals and the solution of the targets of the Program shall be effected by a related in time and resources of the Program activities, grouped into four blocks.

Block 1. The creation of modern educational environment providing the leading training of the specialists for science and economy of the Baikal and Far East regions

Activity1.1. Development and modernization of educational standards and curricula of higher professional education in the priority growth areas

The activity includes:

  • educational standards established by the University in the priority growth areas;
  • creation of new educational programs, as well as modules and courses on licensed educational programs in the priority growth areas, jointly with domestic and foreign universities, taking into account the views of employers of high-tech industries in the region;
  • development of training programs and professional training with the participation of leading Russian industrial companies for employees of educational institutions, scientists and specialists of high-tech sectors of the economy;
  • an external examination prepared and conducted and the international accreditation of educational programs in Master programs in the priority growth areas, which will increase the competitiveness of Russian education in the Asia-Pacific region and will significantly increase the proportion of foreign students in the priority growth areas.

Activity 1.2. Design and development of educational information resources

The activity includes:

  • creation of a center of educational resources, ensuring the accumulation, storage and use of educational materials, educational and electronic resources, program of engineering and technical calculations and analysis, virtual prototyping and design;
  • acquisition of advanced domestic and foreign training and methodological support, including textbooks and e-learning resources;
  • access to global educational electronic resources;
  • development of electronic educational resources, educational facilities and other educational materials;
  • purchase and implementation of software and software and hardware simulation of processes, systems and equipment leveling laboratory courses and workshops on new teaching technologies that will significantly improve the quality of education.

Block 2. Creation of a research facility, based on the generation of new knowledge and technologies, ensuring their effective implementation

Activity 2.1. Creation a research facility, based on the generation of new knowledge and technologies, ensuring their effective implementation

The activity includes:

  • development of Baikal Nanotechnology Center;
  • development of existing and creation of new teaching and research facilities to ensure a high level of interaction with companies of large business oriented and targeted on training, development and implementation of new technologies for the benefit of large companies;
  • creation of the Centre for Scientific Information, which provides search, accumulation, storage and dissemination of advanced scientific research, technology and equipment of world-class, scientific literature;
  • creation of electronic journals for each priority area;
  • acquisition of research literature, periodicals, scientific publications for the priority areas;
  • access to the international scientific electronic resources and databases;
  • development of the comprehensive management of intellectual property and patenting support of the University, providing increase in the number of intellectual property by the means of increasing the volume of the base of domestic and foreign patent resources, improvement of the quality and efficiency of patent activity .
  • creation of system of organizational, legal and information support of the formation of small business solutions and innovative scientific and practical problems.

Block 3. Outfit of the University with unique educational and scientific equipment

Activity 3.1. The development of material and technical, scientific, educational and information resources of the University

The activity includes:

  • acquisition of advanced training, laboratory, scientific, research and technological equipment, and software tools for the creation of new and development of existing research laboratories, academic research centers, common use centers;
  • installation of multimedia equipment for lecture and specialized classrooms and halls at the University o in the priority growth areas.

Activity 3.2. Modernization of the existing teaching and research infrastructure of the university

In the framework of the activity there will be upgraded following areas through extra-budgetary co-financing:

  • existing research laboratories, lecture halls, computer rooms, infrastructure of scientific and technological library, research and training centers as well as common use centers;
  • energy, telematics and information infrastructure of the university.

Block 4. Qualitative development of human resources and university management system

Activity 4.1. Development and modernization of integrated human resource management system

The activity includes:

  • creation of a system to attract and retain highly qualified scientific and pedagogical staff;
  • organization of regular training and retraining of scientific and scientific and pedagogical staff, administrative staff of the university, including the strategic direction of the university: the form of seminars, conferences, trainings, workshops of renowned experts from Russia and other countries to ensure that the motivation for career advancement and effective work;
  • creation of a system to ensure mobility of collaborators, postgraduate and doctoral students of the University, including an internship program in Russia and abroad.

Activity 4.2. Creation of a flexible system of university management

The activity includes:

  • develop and implementation of a program of modernization of university management system that provides the goal and objectives of the Program;
  • continuation of the development of management of science, education and innovation to meet the requirements of the world standards of quality;
  • organization of external review of key aspects of the university by the leading Russian and foreign scientists, business representatives and government;
  • implementation of he project “Electronic University” with the acquisition of the necessary equipment and software;
  • outfitting of the University with equipment modern printing equipment with a view to improve its management.

IV. Financial support of the Program

Achieving the goals and objectives of the Program are carried out by financial support of the Program interconnected on the timing, resources and sources.

The provision of the federal budget for the implementation of the Program is 1,800 million rubles.

The volume of financial support for implementation of the Program of the federal budget for 2010 and subsequent years may be adjusted in the prescribed manner with the approved expenditures of the federal budget provided for the development of a network of national research universities.

The sources of extra-budgetary funds will be paid educational services, including targeted training and retraining of personnel, contract research and innovation activities, funds of programs and grants, voluntary contributions and other income. Extrabudgetary financial support of the Program will be at least 760 million rubles.

Total funding for the Program in 2010 – 2019 from all sources will amount to 2,560 million rubles.

The volume of financial support of the Program is given in Appendix 2 to this Program.

V. Managing the implementation of the Program

Rector of the University is responsible for general management of the Program and is personally responsible for its implementation (outcomes, appropriate and efficient use of the allocated budget) and defines the forms and methods of management of the Program. The Rector presents to the founder of the University the annual report on the achievement of results on key indicators of the Program.

Program management is implemented at three levels: the Coordinating Council, the management of the Program and the heads of the priority growth areas.

The Coordinating Council is established by the Rector of the University and manages the implementation and monitoring of the execution of the Program. As agreed in the Coordinating Council is composed of representatives of state and municipal authorities, representatives of the professional community and employers.

Key functions of the Coordinating Council:

  • development of the implementation plan of the Program and management of its adjustments;
  • management of the budget of the Program;
  • creation of the development plan for regulations and guidance documents necessary for the implementation of the Program, including the order to document the results of the Program;
  • approval of internal regulations related to the implementation of the Program;
  • review of the implementation of the Program;
  • organization of additional extrabudgetary funds;
  • liaising with the partners of the university.

Management of the Program provides for the formation and reporting to the founder, monitoring, follow-up activities, advocacy and public awareness of the activities of the university.

Heads of priority areas are managing human, material and technical resources and form the current reporting documentation on the implementation of the Program within assigned to them priority areas for development.

VI. Preliminary assessment of the socio-economic impact of the Program

Implementation of the Program:

  • will ensure the creation of world-class research university in Russia, almost in the center of the Asian continent;
  • will have a systemic impact on all areas of the university – education, research, innovation, social, cultural;
  • will ensure the development of basic and applied research, development of new technologies;
  • will ensure the development of high-tech sectors of the economy;
  • will enhance the competitive advantages of the university and the prestige of the Russian science and education in the countries of the Shanghai Cooperation Organization and the Asia-Pacific region.

The expected socio-economic impact of the Program:

  • creation of new scientific and educational system that provides educational modernization, re-engineering of research-oriented processes and anticipatory training of engineers, generating new knowledge and advanced technologies;
  • creation of common use centers demanded by the academic and university science and high-tech businesses;
  • creation of knowledge-intensive and energy-efficient life support systems of urban and sparsely populated areas;
  • creation of high technology in the field of surface management and high-tech machine engineering;
  • creation and implementation of new materials and advanced technologies for nanoindustry;
  • development of basic and applied research in the field of quantum physics of molecules;
  • development of a network cooperation with Russian and foreign research institutes and centers, expanding the range of jointly executed research and programs;
  • creation of the center attracting young scientists and talented young people in the Baikal and Far Eastern regions, which will significantly reduce the outflow to the European part of the country and abroad;
  • formation and development of training and research centers, integrated with companies belonged to large businesses;
  • increased export of educational services, primarily in the Shanghai Cooperation Organization and the Asia-Pacific region, expanding the range of accredited in Russia and abroad educational programs that meet the international standards and ensure the recognition of the high standard and quality of education in Russia;
  • systematic modernization of high-tech economy industries, the development of high-tech life-support systems of urban and sparsely populated areas, the improvement of the ecological situation in the Far East and Baikal regions;
  •  increase the efficiency of interaction with university employers, strategic partners, research institutes and centers, regional authorities;
  • formation of high-tech companies that manufacture products with high added value in the Baikal and Far Eastern regions;
  • growth in the number of small high-tech innovative companies in the region, providing more jobs, employment in small and medium-sized businesses;
  •  improving the competitiveness of the extractive and processing industries in Baikal and Far Eastern regions;
  • development of a strong regional innovation infrastructure for the commercialization of research and development activities and the effective transfer of technology in the economy.

Future face of the University

The main result of the implementation of the Program will be the creation updated in nature and all forms of the university activity in Russia, Eastern Siberia and the Far East, training highly qualified personnel and the implementation of basic and applied scientific research, development of works in close cooperation with the scientific, industrial organizations and foreign partners, which coordinates action with state and municipal authorities, representatives of the professional community and employers for the benefit of the country and the region, which offers an attractive environment, provides high quality education and research.

Create of National Research University in Irkutsk will be accelerator of the modernization of all spheres of life in Eastern Siberia and the Far East and will serve as a basis for the development of its educational, scientific and industrial capacity, the strengthening of Russia’s position in the Asia-Pacific region and the whole world.
